BIS Adds Twenty-Nine to Entity List
On October 9, 2025, the Department of Commerce, Bureau of Industry and Security (BIS) published a rule (90 FR 48193) adding twenty-nine entries to the Entity List. The new additions are located in:
- People's Republic of China (China) (19)
- Turkey (9)
- United Arab Emirates (1)
The activities leading to these listings, frequently including diverting U.S.-origin items to Iran, in support of activities "contrary to the national security and foreign policy of the United States" including for unmanned aircraft systems (UAS) operated by Iranian proxies.
The Entity List, found at Supplement No. 4 to Part 744 of the Export Administration Regulations (EAR), restricts exports of U.S.-origin goods and technology to listed parties. For these additions, the restrictions create a license requirement with a presumption of denial for all exports, reexports, or transfers subject to the EAR. This includes items classified as EAR99 or other items that would otherwise be shipped No License Required, or NLR.
This action provides an important reminder that diversion risks are present in countries around the world, including NATO allies.
